The real work of OWL Scotland is achieved by local groups across the country. OWL Scotland encourages the formation of these groups through funding
and other support. OWL Scotland operates through local OWL groups which comprise teachers, rangers, educators, NGOs, and government organisation.

These groups are independent, locally managed and open to all.
